摘要 提出了一种空中交通管制指挥监测系统 (ATCCMS)的系统体系结构 .它的基本思路是 :对空中交通管制所涉及的语音通话、雷达数据、飞行计划、气象信息和航行情报等基础信息进行综合集成 ,以实时地获得飞机航行动态信息和管制员、飞行员工作状态 ,对可能出现的管制指挥失误进行报警 .本文还讨论了语音识别、实时飞行冲突探测等几项关键技术在系统中的应用 .仿真研究表明 ,信息集成比单纯改进单元技术更能有效提高空中交通管制的安全性 .这为解决复杂大系统的控制与优化问题提供了一条新的途径 .在民航华北空中交通管理局的密切合作下 。 During past ten years, air traffic in China has experienced a rapid rise.As a result,the workloads of air traffic controllers increased greatly and therefore controllers' mistakes that threaten flight safety happened more frequently.Although TCAS is a successful technical innovation for pilots to enhance flight safety,it is still lack of an automatic system for air traffic controllers,which can monitor real time operations of air traffic control and give an alert to human controllers on probably control errors,acting as an intelligent supervisor.The two main reasons are the complexity of some core technology and lack of participation of system scientists and control engineers.This paper presents the architecture of Air Traffic Control Command Monitoring System (ATCCMS).This system is designed for air traffic controllers to reduce wrong commands and to enhance flight safety.The core design idea is as follows: Firstly,ATCCMS integrates several kinds of fundamental information,including radar data,flight plan,ground/air voice communication,meteorological data and en route situation data.Secondly,correlating to radar data and expert knowledge,ATCCMS acquires the content of ground/air voice communication based on uptodate speech recognition and natural language processing technology.Thirdly,ATCCMS estimates future trajectory of aircraft and detects potential conflicts based on the recognition of human controller's voice command. Simu lation experiments show that ATC safety will be effectively improved through information integration approach rather than upgrading individual technology. The prototype of ATCCMS is under developing coope rated with North China Air Traffic Management Bureau, CAAC.
