摘要
我国是一个水资源匮乏的国家 ,需建立市场机制和国家宏观调控相结合的调节机制 ,对水资源实施合理配置 。
China is listed as water resource deficient country. So it is a necessity to build up an adjustment mechanism for rational allocation of water resource through combining the market mechanism and the state macro adjustment mechanism in order to make full use of the water resource in the need of socialist economic development.
