摘要
知识经济时代要求高校科研管理从思维观念、组织体制、人才体制、分配体制及科研成果转化体制上与之相适应。克服现行科研管理的不足,高校科研管理应做到:树立体制创新和科技创新目标,实现科研成果的快速转化;推进科研机构企业化和管理机构的扁平化;重视人才,允许知识资本参与分配;政府与高校实行基础科学研究和应用技术研究分工制。
Knowledge-economy era requires com patible management on scientific re search in various respects in higher institutions.In order to overcome the current deficiencies,scientific research management should:establish the tanget of system innovation and S &T innovation,accelerate the alteration from research achicvements in to production,shift scientific institutes into enterprises,simplify th e management,respect the intellectual,allow the intellectual capital to participate in the income allocation,divide th e different scientific work of government and higher institutions.
