摘要
国有大中型灌区在社会主义市场经济的浪潮下 ,如果没有好的管理体制做框架 ,活的水费计收做保障 ,多的配套资金做基础 ,强的内部管理做动力 ,灌区发展将失去生命力 ,最后导致只见投资不见效益甚至瘫痪。该文结合襄屯灌区近几年建设管理的经验从以上四方面对灌区管理的发展进行了探讨。
Under the wave of socialist market economy, if national large and medium-sized irrigated area is no good management system as the frame, no flexible charged water as the guarantee, no capital as the base, no strict management as the power, it will not be developed, it is no benefit but investment, and will be paralysed at last. In this paper, combing with the management experience of Xiangtun irrigated area in recent years, the development of irrigated area management is discussed from four aspects of the above.
