摘要
本文从实现扶贫主体的多元化、强化扶贫项目和扶贫资金的管理、设置贫困识别制度以及建立其他相关制度等视角出发，就我国贫困地区扶贫开发的组织制度创新问题进行了探讨，并提出了相应的对策措施。
From the angles of having diversified subjects of assisting poor areas, strengthening the management of the projects and capital, and establishing identification system and some other relevant systems, the author not only probes into the issues concerning the organization institutional innovation of assisting and developing the poor areas, but also brings about corresponding countermeasures．
