摘要
高校医疗机构是设在高校内为教学服务 ,为提高师生健康水平服务的非营利机构 ;与追求利润的企业不同 ,它是一种公益事业。面对市场经济的挑战 ,要促进高校卫生事业的发展 ,必须克服政府投入不足 ,高校医疗机构功能定位不清 ,以及人事制度等制约卫生工作发展的困难。只有转变观念 ,完善补偿机构 ,加大人力资源投入 ,开展社区服务 ,才能使高校医疗机构摆脱困境 ,逐步发展。
The medical institutions affiliated to colleges or universities are different from the profit seeking enterprises in that they are non profit public organizations within colleges or universities run for the good health of teachers and students and for serving the teaching and research. Faced with the challenge of market economy, the development of medical institutions in colleges and universities calls for efforts to overcome difficulties caused by the insufficient investment from the government, the confusing positioning of their functions and the deficiency of present personnel system.Only with such measures as transforming the ideology, perfecting the compensatory mechanism, increasing the investment in human resources and extending services to communities can the medical institutions within colleges or universities be liberated from the difficult position and secure opportunities of development.
