摘要
文章从系统科学观点出发，通过分析高新区微观、宏观两个层次的自组织机制，认为高新区发展的内在动力源泉在于其自组织机制的作用，政府的各项优惠政策只是促进高新区发展的外在因素，高新区的发展不能只靠国家的优惠政策，而更应注重为高新技术企业营造一种良好的发展环境，促进自组织机制充分发挥作用，最终推动高新区快速、健康、持续地发展。
： From the view point of system science， the paper analyses the macro－ self－organism and mini－self organism in hi－tech zone and believes that the source of power to drive the development of the zone is self－organism with preferential policies issued by the government just as an outer factor． So， the author stresses a necessity to create a favorable environment for the development of hi－tech enterprises and bring the self－organism into full play to promote a quicker development of the hi－tech zone．
