摘要
依法治国是党领导人民治理国家的基本方略 ,它客观上要求改善党的领导。坚持和改善党的领导最根本的一条就在于执政党的领导方式必须由党在国家政权之上的领导即党治制向党在国家政权之内的领导即法治制转变 ,这是建设现代法治国家的内在逻辑 ,是坚持和改善党的领导方式、增强党的活力的重大理论创新和体制创新。
Governing the country according to law is the basic strategy of the Party,which means that the leadership of the party have to be improved.The most fundamental way to stick to and better the Party's leadership is to transfer the party-governing system to the law-governing system by putting the Party withing rather then above the state power.This is the inner logic of building a modern law-governing country and an important theoretical creation and reform in system to stick to and improve the Party's leadership and strenthen its force.
