摘要
中国博士后制度已粗具规模 ,在高层次人才培养、吸引留学人员回国工作、促进学术交流与发展和优化高级人才资源配置等方面发挥了积极作用。但现行博士后制度在运行中出现了诸如管理模式计划色彩浓厚、在站管理不规范、定位认识不统一、研究经费与生活经费偏低等问题。因此 ,必须对现行的博士后制度进行改革与创新 ,并建议采取建立混合模式、分类招收分类管理、集中资助。
China's post-doctoral system has begun to take shape and plays active roles in training high-level researchers, attracting students studying overseas to come back to work in China, stimulating academic exchange and progress, optimizing the distribution of highly-qualified human resources and so on. During the operation of the present post-doctoral institutions, problems emerged in 12 aspects, such as administrative regulations with thick color of planned economy, different recognition of the status of post-doctoral researchers, too low financing standards for living and research work, and irregular administration over researchers in stations. In the innovation of China's post-doctoral institutions, the emphasis must be put on changing administrator's ideas. To improve the institutions, several measures are suggested to be taken, including establishing mixed mode of operation, separately managing researchers recruited in different kinds, concentrating financial resources on key projects, and supplying living services in market mechanism.
