The report on the 15th National Congress of the Party indicates that it is an important task in Chinas economic system reform to continue adjusting and improving the ownership structure. This article analyses the fact that ownership reform is one of the important tasks in Chinas economic system reform, the standard to test the system reform is what is called \!the three advantages\', and the way to explore the form of implementing the public ownership.
