摘要
水利文化是水利事业的重要组成部分。本文着重阐述了文化和水利文化的涵义及功能，并指出水利文化建设作为在市场经济条件下的一种现代经济文化建设，必将推动水利事业的大力发展，加速实现水利现代化。
Water conservancy culture is an important part of water conservancy cause. In this paper, the author discussed the meaning and function of culture and water conservancy culture, and pointed out that the construction of water conservancy culture, as one kind of modern, economic construction of culture under the condition of market economy, will certainly promote the great development of water conservancy cause and speed up the realization of water conservancy modernization.
