摘要
以证监会主席周小川 2 0 0 0年 5月在北京关于发展中国开放式投资基金为契机 ,由华安基金管理公司管理、交通银行代销的华安创新开放式基金 ,正在紧锣密鼓的筹备之中 ,它能否成为中国第一只开放式基金 ,也备受业内人士瞩目。本文在分析了国际上发达国家、发展中国家发展开放式基金的历程之后认为 ,开放式基金的确是我国基金业的发展方向。进而探讨了目前我国推出开放式基金所具备的宏观经济条件及市场、人才条件。最后就推出开放式基金必须面对和解决的立法问题、监管问题、资金来源及基金销售问题等提出了自己的看法。
Chairperson of Security Executive Council of China——Zhou Xiaochuan said, in Beijing on May 2000, that China would energetically develop Open End Funds. Based on this talk, Hua An Innovation, managed by Hua-An Fund Management Company, is now under intense preparation. Professional circles are paying great attention to whether it will be the first Open End Fund in China. After analysing the Open End Funds experiences of some developed countries and developing countries in the world, the author raises the opinion that Open End Funds Do be the main developing orientation in China. The article then discusses the macro-economic conditions and market conditions of developing Open End Funds in China. Finally, the author gives her own opinion about some problems must be solved in developing Open End Funds such as Open End Fund legislation, supervision, fund source and sale.
