摘要
知识经济的兴起不但在全球范围内引发了一股迈向知识的热潮 ,也激起了人们对创新能力的高度关注 ,人们普遍认为 ,创新能力与人力资本一起构成了支撑知识经济的两个核心要素。在笔者看来 ,对于任何一个国家或社会来说 ,不论是寻求创新能力的培育和提升 ,还是实现向知识经济的演化和过渡 ,社会创新都是一种不可忽视的基本手段和重要力量。在本文中 ,笔者从“创新的社会网络”的形成与社会资本的获取入手 ,分析了社会创新可以通过建构合作性的创新网络和增加企业或创新组织的社会资本等途径 ,在培育和提升一个国家、社区、行业和企业的创新能力 ,进而推动其向知识经济的迈进中发挥重要作用。文章还从社会创新范式的角度 ,对硅谷的经验作了新的阐释。
The emerging and upgrading of knowledge economy which is based on the producing, exchanging, consuming and diffusing of knowledge, not only leads to a great upsurge stepping up to knowledge economy in the world, but also evokes people to pay close attention to the innovating ability. People hold universally that both innovating ability and human capital are the most important key elements of knowledge economy. To any country or society, in the point view of author, whether to cultivate and raise its innovating ability continuously or to explore to evolve and enter to knowledge economy, social innovation should be a sort of essential measure and power. In this paper, author starts with the constructing of innovation network and the acquiring of social capital and think, through constructing cooperative innovation network and expanding social capital, social innovation can play a key role in the process of cultivating and raising innovating ability and stepping up to knowledge economy of a country. In this paper, author also reinterprets the experience of Silicon Valley from the angle of the paradigm of social innovation.
