摘要
国人已对西部大开发中生态环境建设的重要性达成共识 ,但在确定其在西部大开发中的具体位置这一问题上 ,尚需进一步探讨。把西部大开发和我国目前的人口过剩、生态环境恶化、内需不足问题结合起来通盘考虑 ,在西部大开发的初期阶段应将生态环境建设提高到战略的高度 ,并作为一个产业来抓。据此 ,我们提出把大量的剩余劳动力迁移至大西北进行生态治理工程建设的建议 。
As we all know,ecological environment construction has an important effect on western development,but people have different opinions about its specific role in western development.In the paper,we comprehensively combine the western development with the problems of population surplus,ecological environment deterioration and insufficient domestic demand and then point out that in the initial stage of western development,ecological environment construction should be strategic and regarded as an independent industry.Accordingly,we put forward the proposal of moving a great deal of surplus labor forces to the west to construct the ecological environment.Besides,we have analyzed and proved the theory and feasibility of the proposal in detail.
