摘要
土地流转市场的建立是我国进行农村经济体制改革 ,彻底走向市场经济的最终历史任务。它可以打破目前我国农村半市场经济、半自然经济的家庭经营格局 ,实现土地资源的优化配置。根据我国特殊的国情 ,土地市场将以土地使用权资本化的形式出现。因此 ,国家应采取各种措施 。
The establishment of land circulation market is the ultimate historical assignment for our country to carry out the structural reform of rural economy and head for market economy thoroughly. It will break the household management pattern of our present semi market economy, semi natural economy in the rural areas, and accomplish the optimal allocation of land resources. In accordance with the particular national conditions of China, land market will appear in the form of the capitalization of land use right. Therefore, government should take various measures to speed up the course of capitalization of land use rights.
