摘要
近年来,非常规突发事件已成为一个全球关注的重大问题。由于非常规突发事件在发生频率、演化状态、潜在影响、预测性以及处置方式上,和常规的灾害或者危机存在很大区别,导致常规的应急决策方法在处理非常规突发事件时,显出很大的局限性。因此,对非常规突发事件的特征、类别及成因进行分析,研究非常规突发事件的直接和潜在成因及事件背后的动力,遵循非常规突发事件情景应急决策机理,对非常规突发事件应急决策具有重要意义。
Since there is a difference between the unconventional emergencies and the normal dis-asters in terms of frequency of occurrence,evolution state,the potential impact,predictability and disposal,the conventional approach in dealing with emergency decision becomes very limited in han-dling unconventional emergencies.Therefore,the analysis of characteristics and causes of unconven-tional emergencies and the decision-making mechanism of the scenario has certain significance.
