摘要
党的十八届三中全会后,内陆地区对外开放如火如荼,建设河南内陆开放高地成为河南经济社会发展的重头戏.对外开放需要人才支撑,亟需建设人才高地.河南人力资源现状和开发有喜有忧,存在高层次人才缺乏、企业核心竞争力不强、人才培养能力不足、人才利用不充分和创新人才成长环境有待优化等五大瓶颈.要加快构筑河南内陆开放人才高地,就必须提高对人才资源是第一资源的认识,制订完善人才建设发展规划,完善人才高地建设战略举措,重视三个方面军的人才建设,解决好制度用人留人问题,重视内陆开放人才培养.
Since the third Plenary Session of the 18th CPC Central Committee,it has become the focus of Henan economic development to build the inland open highland,which should be supported by various kinds of talents home and abroad. At present,the manpower resources of Henan have some problems like the shortage of high-level talents,the weakness in training locals and the necessity of the talent innovation environment,etc. To construct the talent highland to ensure the regional development,Henan government must take up some strategic policies:to improve the consciousnes of the HR as the first resource,to take some attractive measures on the talent focus;to attach importantce to the building of talent groups and to design the personel system of making use of talents etc .
