根据黑龙江省伊春市实施林权制度改革试点实施方案,建立起国有森林资源经营管理的模式,从而可以理顺森林资源管理体制、放活商品林经营和完善森林资源保护管理措施。
According to the Heilongjiang province of Yichun to implement the pilot reform of forest right system implementation plan,the establishment of state-owned forest resources management model,so as to rationalize the management system of forest resources,the commercial forest management and measures to improve the protection of forest resources management.
