摘要
在电影事业逐步市场化的过程中,党和政府制定了一系列政策予以保障。本文在对电影市场、电影产业及其政策进行界定的基础上,分析了我国电影市场体系政策建设的诸多问题:政策发布的主体庞杂不一、时间密度不一,缺乏对电影行业组织规范的政策,市场机制政策不健全,市场监管体系政策的结构比例失调,要素市场政策不健全和发行市场政策更新不及时等。政策缺失的原因主要在于制度变迁的路径依赖性、行政部门的多主体性以及政策制定的滞后性。完善电影市场体系政策,应从科学界定电影产品市场入手,改革管理体制,放松行政管制,资助政策向公共性项目倾斜,放松审查,改分级制,加大执法力度,维持电影市场秩序,并推进公共信息平台建设。
In the process of the gradual marketization of movie business to the film industry, the Party and the govemment have formulated a series of protective policies. This paper defines the film market, the film industry and its policy. Many problems in the construction of Chinese film market system policies are presented here： the complexity of bodies who release the policies, the difference of the time density, the lack of policies to norm the film industry association, the unsoundness of market mechanism polices, the structural imbalance of market supervision system policies, the defectiveness of the factor market polides and the unseasonal updating of the distnbution market policies and so on. The main reasons for the lack of film market system construction policies are the path dependence of the institutional change, themultiplesubjectivityoftheadministrationsandthelagofpolicymaking. Finally, to perfect the film market system policies, weshouldstartfromthescientoficdefinitionofmovieproductsmarket, reformthemanagementsystem, deregulate the administrdive control, tilt the aid policy to the public project, vary review system to classification system, strengthen law enforcement to maintain film market order and promote the construction of public information platform.
