What is the nature of cultural diplomacy? What is the most important factor in cultural diplomacy? What are the status quo and prospects for ChinaEurope cultural exchanges? Representatives discussed these issues at the second international seminar on public diplomacy co-sponsored by the Netherlands Institute of International Relationships and the Charhar Institute in the Hague, the Netherlands, on September 19-20, 2013. The seminar reached the Hague Agreement on the relationship between China and Europe.
