农村义务教育师资配置“固化”问题与“解固”途径重识——基于财政性支持的探究 被引量:2

摘要 近年来,农村义务教育稳步发展,在取得成绩的同时,其师资质量的整体提升仍受制于农村经济发展滞后、财政性支持错位、公平性再平衡缺失等财政因素;为此,文章在深入剖析以上问题的基础上,结合财政支持对农村义务教育师资调配作用的现状,提出进一步增加财政性发展投入并加强财政政策倾斜度,整合各层级教育体系的财政投入机制,完善财政转移支付制度等优化农村义务教育师资的财政均衡投入策略。 In recent years, the rural compulsory education has developed steadily.Although great achievements have been made,the development of teachers is still hindered by slow rural economic development, inadequate financial support, the lack of fair policies, etc. Therefore, based on a deep analysis of the problems mentioned above and combined with the current influence of financial support on teachers' allocation in rural compulsory education,the paper puts forward that the financial investment must be increased,financial policies should be inclined towards rural education,different financial investment mechanisms at different levels should be integrated,and the financial transfer payment sys- tem should be perfected. Only in this way, can the strategy about the balanced financial investment in teachers in rural compulsory education can be optimized.
