摘要
文中根据IMO确认的e-Navigation(e-航海)解决方案、技术架构等,介绍了海事服务集(MSP)产生的背景、IMO对MSP的定义以及MSP的意义、现状、未来发展等最新成果,并结合实际,探讨建立、开发MSP的总体思路和技术方法,对开展e-航海研究、制定e-航海发展战略、建立e-航海测试系统等具有一定的指导意义。
On the basis of the e-Navigation solutions and its technical structure defined by IMO, this paper introduces the background to the creation of the Maritime Service Portfolios （MSP） and IMO’s definition for MSP, as well as the significance, current status and potential development of MSP. Based on this, this paper discusses the general idea and technical approaches for establishment and development of MSP taking into account of the current status, which is highly instructive for the conduction of e-Navigation research, formulation of e-Navigation strategy and establishment of e-Navigation test beds.
