摘要
打造向西开放的优势产业,实施走出去战略是新疆参与我国政府提出的建设新丝绸之路经济带的重要举措。在对向西开放优势产业的内涵与特征分析的基础上,从对外开放能力、经济效益、比较优势和可持续发展能力四个方面构建了新疆向西开放优势产业选择的指标体系;运用因子分析和灰色定权聚类分析相结合的方法确定出新疆向西开放的优势产业。研究表明,新疆向西开放背景下的优势产业总体上可分为现有优势产业与潜在优势产业两种类型。为进一步调整和优化产业结构、提升向西开放水平,提出了发展优势产业的思路和相应对策措施。
Building advantage industries in the background of westward opening, and implementing the strategy of going out are an important strategy for Xinjiang to participate in the ＂New Silk Road Economic Belt＂. Based on the analysis of the connotation and characteristics of advantage industries, this paper constructs an index system of selecting the advantage industries from the four aspects including the ability of opening-up to the outside, economic benefit, comparative advantage and the ability of sustainable development, and determines the advantage industries of Xinjiang according to factor analysis and grey fixed weight clustering analysis. The study shows that the advantage industries of Xinjiang in general can be divided into the industry of existing advantages and the industry of potential advantages. It then puts forward some corresponding countermeasures to adjust and optimize the industrial structure, and enhance the level of westward opening.
