摘要
产业技术创新联盟已成为创新驱动发展、产业转型升级的重要组织形式,但联盟在组建和运行过程中的失败率较高,究其根源,联盟合作伙伴选择不当是主要原因之一。基于国内外联盟合作伙伴选择领域的研究成果,提出产业技术创新联盟合作伙伴选择是联盟与合作伙伴的一个双向选择,且联盟合作伙伴选择也离不开政府作用的命题。利用有效问卷数据从产业技术创新联盟的功能、合作伙伴加入产业技术创新联盟的要求、政府政策3个方面进行因子分析得到相关结论,提出从政策引导、联盟协调、主体和谐3个方面加强和优化联盟合作伙伴选择行为。
Innovation alliance of industrial technology has become an important organizational form of both innovationdriven development and industrial transformation. But the failure rate of formation and operation of the alliance is always high. Based on the analysis of the existing alliance,it is indicated that the selection of appropriate partner is one of the major causes. Firstly,on the basis of the research results in the field of partner selection in innovation alliance of industrial technology both at home and abroad,it puts forward that the selection of alliance partner is a two-way choice between industry alliances and partners. Also,the selection of alliance partner can not be away from the government' s guidance. Then, according to the valid questionnaires, it implements factor analysis from the aspects of the functions of the industrial alliance,requirements of being partners and government' s policies.Finally,it proposes that the policy guidance,coordination of alliance and the harmony among main bodies should be guaranteed to strengthen and optimize the behaviors of partner selection of alliance.
