摘要
在研究西部经济贫困与生态脆弱及其缓解、资源约束性贫困与扶贫政策调整等问题基础上，提出了西部扶贫政策与资源配置战略。
This article discusses the causes of the economic poverty of the Western Region, its fragile ecology and limited resources, and offers some solutions to these problems. Finally, on the basis of the above researches, the author proposes some suggestions as regards the readjustment of the aid - the - poor policy and the strategy of the rational distribution of resources in this vast region.
