摘要
大力发展农民专业合作社是积极发展现代农业、促进农民增收、稳步推进社会主义新农村建设的重要举措,然而,融资不足却严重制约了农民专业合作社的发展壮大。文章以青岛即墨市为例,分析了即墨市农民专业合作社在资金方面存在的内部筹集资金少、外部贷款难、国家补助资金作用不大等问题,并提出了增强合作社的内部融资功能、集各方力量共同解决外部贷款难的问题和加强对合作社财政补助资金的监管等解决农民专业合作社资金短缺问题的措施。
Developing the farmers＇ professional cooperatives is an important action for promoting modern agriculture, raising farmers＇ income and constructing the socialist new countryside. But the insufficient finacing seriously hindered the development of farmers＇ professional cooperatives. Jimo of Qingdao city was taken for an example in the paper. There are some problems in Jimo farmers＇ professional cooperatives,such as shortage of internal funds, difficult to get loan, and the state subsidy play less role and so on. Measures to solve these problems were put forward, i.e., enhancing the internal financial collection function of cooperatives, integrating efforts to solve the external loan problem, and strengthening the audit supervision of state cooperative subsidy.
