摘要
文章以"参考馆"和"参考图书馆"两个概念的误读为切入点,首先重新论述清末民初图书馆与博物馆事业的交叉勾连和它们共生共长的关系,进而议论清末最后十年公共文化机构发展的时代特征。勾连这些细节和其时的社会政策与思潮,文章进一步陈说了中西公共文化机构的构建路径:我国先有"开民智"之思路,然后有近代的图书馆和博物馆的"由上而下"的模式;而英美是先有公共文化机构的雏形和文化基础,然后再有职能扩展的"由下而上"的模式。以这两者的对比为基础,进而探讨了当代语境中"公共文化的构建"和"公共文化机构的联合协作"两个命题。
Start with the confusion between ＂reference Exhibition＂ and ＂reference library＂, the article describe the relation between library career and museum career from lat Qing Dynasty to the Republic China Era, different names of museum and the characteristics of last ten years of Qing Dynasty. By comparing the establishment procedure of social education in China with that in Anglo-American, article points out their differences： top-down procedure by China and down-top procedure by Anglo-American. Furthermore, tow important issues are also discussed： the construction of social education culture and the integration between library, museum and gallery etc.
