摘要
在阐述西北地区退耕还林(草)实施现状的基础上,分析了退耕还林(草)成果巩固过程中存在的政策宣传普及深度不够、技术指导和检查验收不到位、补助兑现透明度不高等问题,提出了调整产业结构、完善补助兑现公示制度、健全生态补偿长效机制等农户增收措施,以及推行集中连片扶贫开发战略的政策建议,以促进西北地区农村经济发展,使农民早日摆脱贫困。
