摘要
青岛市志愿服务事业正在形成多层次、宽领域、开放式、特色化志愿服务格局,但还存在着行政化趋向明显、供给与需求对接不畅、志愿服务理念不够普及、管理较为松散、志愿服务短期化现象突出、志愿服务领域有待扩大、志愿服务资金匮乏、志愿者的量与质有待提升、志愿者培训不系统、志愿者权益保障不到位等问题。应构建以健全组织领导、创新主体管理、完善效果评价、强化激励与保障等为主要内容的青岛市志愿服务管理机制。
Qingdao voluntary service is forming a pattern of multi-level, multi-field, openness and characterization. There are some obvious problems, such as too much government control, unbalance of supply and demand, loose management, the short-term of voluntary service, nonsystematic volunteers training. Besides, the concept of voluntary service need to be popularized, the quality and quantity of volunteers be improved, voluntary service areas be expanded, and the funds of voluntary service and the rights protection of volunteers are not adequate. So we should construct the mechanism of Qingdao' s voluntary service management, which includes the improvement of organization leadership, the innovation of body management, the perfecting of performance evaluation and the strengthening of the stimulation and guarantee.
