摘要
从政府行为规范化、经济主体自由化、要素资源市场化、产品市场公平化和市场制度完善化5个方面构建市场化水平评价指标体系，测算我国31个省（区、市）2001~2011年的市场化相对指数，进而利用泰尔指数法对市场化进程的地区间差异加以分解。结果表明，2001年以来，各省（区、市）的市场化水平逐年上升，但地区间差异和地域分化现象明显；泰尔指数的分解结果显示，市场化水平的省际差异由区域内和区域间差异共同决定，二者的贡献率分别为42％和58％，说明区域市场化改革的不同步是造成市场化水平失衡的主要原因。
In this paper, we design an indicator system which covers five areas including standardization of government acts, liberalization of economic entities, marketization of element resource, equalization of product markets and improvement of market system, to evaluate the marketization level and calculate 31 regions＇ relative index of marketization from 2001 to 2011 in our country. Then we decompose the regional marketization process inequality by the Theil index method and get the following conclusions. Since 2001, the marketization level of all the 31 provinces increased step by step, but the regional differences and regional differentiation phenomenon is still evident. According to the analysis of Theil index, the differences in the marketization process between provinces are contributed jointly by the regional and inter-regional differences, making up 42% and 58% respectively, which indicates that the imbalance of the marketization process are mainly because of the market-oriented reform between eastern, central and western regions is out of synchronous.
