摘要
新公共管理理论在发达国家高等教育管理中的应用取得了丰富的实践经验。基于新公共管理理论实施我国高等学校内部管理改革,精简机构,推崇公共服务精神,积极推行电子信息化办公,改变高校管理方式,采取授权或分权式管理,放松严格的管理规则,实施明确的绩效目标控制很有必要。
The application of theory of new public management in the higher education management of developed countries has achieved abundant practice experience. To implement the inter-nal management reform of China's universities based on the theo-ry, it is necessary to simplify organizations, advocate the spirit of public service, actively promote electronic information-based of-fice work, change the university management styles, adopt autho-rized or decentralized management, relax the rigid management rules, and carry out the clear control of performance objectives.
