摘要
推进法治中国建设,离不开公民文化的培育。公民文化的核心是公民意识的塑造。公民意识是建立在公民身份意识基础之上的。公民有了自觉的身份意识并外化为自己的行为,即表现为公民对社会公共事务的积极参与。公民参与是与公民的责任意识密切联系在一起的。社会组织都是公民参与的重要途径。公民参与是当下法治中国建设的关键要素。
Without the cultivation of civic culture,there is no way to build China under the rule of law.The core of this culture is civic awareness what is grounded on the consciousness of citizenship. Once this kind of identity consciousness could be acquainted by the citizens,it would be revealed in the social public affairs by positive civic participations. The civic participation and the citizenship are linked tightly by the social organizations. Thus,civic participation is a key element of building China under the rule of law.
