摘要
预战术流量管理是流量管理的重要一环。本文首先对中国民航实施预战术流量管理的必要性及实施的程序进行系统分析,其次对以EOBT为核心的预战术流量管理流程进行深入研究,然后设计了基于EOBT的预战术阶段放行排序算法。对该算法进行仿真验证,与先来先服务算法相比,基于EOBT的排序能兼顾航空器优先级和延误时问,计算结果优于传统方法。说明基于EOBT的预战术流量管理程序能合理组织空中交通流量,为管制单位、机场运行、航空公司提供次日组织生产的依据。
Pre-tactical flow management is an important part of air traffic flow management. First, implementation necessity of pre-tactical flow management of CAAC and the executing procedure are analyzed systematically. Second, an in-depth study on EOBT as the core of the pre-tactical flow management is made. Then, the delivery sorting algorithm based on the EOBT pre-tactical flow management is proposed. Numerical simulations have been carried out. Compared with the 'first-come, first-serve' algorithm, this algorithm, with consideration of aircraft priority and delay time, is better than the traditional methods. Simulation results show that preactical flow management program based on EOBT cart help achieve a reasonable organization of flow control, providing the basis for production of the next day for the control units, airports and airlines.
