摘要
为探索系统、有效的矿山企业安全管理方法,为企业管理实践提供理论依据,借鉴现代安全管理体系理论,提出三维预防安全(IBES)管理体系理论及其模型。该理论模型将矿山企业安全管理划分为行为安全、本质安全和保障安全3个维度,每个维度根据管理流程和资源又各自划分出3项功能。行为安全维由需求、教育,规范3项功能构成;本质安全维由风险的辨识、监测和控制3项功能构成;保障安全维由建设、执行和提升3项功能构成。根据3个维度9项功能间的逻辑关系,提出模型的计算方法,并与矿山企业实际事故概率相联系。模型在某大型有色金属矿山企业得到应用,结果表明,2013年该矿安全管理体系可靠度为0.672,与其事故伤害严重率1189.4具有一致性,模型应用效果良好。
In order to explore the systemic and ses, and provide a theoretical basis for the safety effective safety management methods for mining enterpri- management practice, a three-dimensional safety (IBES) management system theory and its model were established based on modem safety management system theory. According to the model, the safety management was divided into three dimensions including behavior safety, intrinsic safety and ensuring safety. Each dimension was set to have three functions according to safety management procedure and resources. The behavior safety consists of need, train and regulation. The intrinsic safety consists of risk distinction, risk monitoring and risk governing. Ensuring safety consists of building, execution and promotion. According to logic relations among the nine functions, a calculation method of model was worked out. The model was applied in a certain large scale nonferrous metal mine in China. In 2013 ,The safety management system reliability of this mine was 0. 672, which was consistent with injury severity rate of 1 189.4. The model was validated in application.
