摘要
随着世界能源紧张局势的不断恶化,发展新能源汽车成为汽车产业升级的必由之路,各主要汽车强国都加大力度扶持本国新能源汽车产业发展。文章在研究各国发展模式的基础上,提出了新能源汽车产业发展的市场带动型、技术领先型和创新主导型三种扶持政策模式。并通过对美国和日本近15年以来颁布的各类新能源汽车产业扶持政策的梳理和归类,从激励政策、保障政策和限制政策三个角度进行了详细的比较分析。最后,给出了完善我国新能源汽车产业扶持政策的对策和建议。
With the worsening circumstance of world energy tension, developing new energy vehicles is the best way to promote vehicle industry. Every main powerful country in it has made grate efforts to support the development of new energy vehicle industry. This paper proposes firstly that the mode of supportive policy for new energy vehicle industry can be market-leading mode, technology-leading mode, innovation-leading mode and demonstration-guiding mode. Based on the study of America and Japan's supportive policies for new energy vehicle industry in 15 years and through the analysis on the difference of supportive policy mode, this paper makes detailed comparisons and evaluations on different policies for stimulation, guarantee and restriction and puts forward countermeasures and suggestions for improving supportive policies of China's new energy vehicle industry.
