摘要
农村基础设施是农业生产力的最基本要素,更是新农村建设的"先行资本"。文章首先构建一套农村基础设施(串户路)建设资金使用绩效评价的指标体系,指标体系主要包括经济、效率及效益等一级指标及相应的八个二级指标。并对修文县久长镇串户路建设的资金使用情况进行了实地调研,发现当地在资金使用的过程中存在资金到位不及时、资金使用透明度低及监管不到位等问题,最后根据久长镇串户路建设资金使用存在的问题提出了相应的改进意见。
Rural infrastructure is the most basic elements of agricultural productivity, but also the ＂first capital＂ of socialism new countryside construction. First, this paper builds a set of index system to evaluation theperformance of the rural infrastructure （ the road which connects between the two houses） funds, the index system include three level indicators： economy, efficiency and effectiveness, and eight secondary indicators. Then,through implement the fieldwork in Xiuwen county town of Jiuchang about the performance of the funds, foundthat there are many problems in the process of the capital using, such as the fully funded not in time, low transparency and lack of supervision. The last, base on the problems found in the field investigation I put forward theimprovement opinion.
