摘要
服务外包是智力人才集聚的新兴产业,人才是产业的核心要素,也是推动产业进一步发展所面临的关键问题。为全面了解我国服务外包人才供给的整体状况和主要问题,笔者对北京、上海等21个国家服务外包示范城市的服务外包企业进行调研。调研结果表明,当前我国服务外包人才学历素质较高,但工资水平较低、企业流失率较高,市场供给和需求存在不匹配的问题,应当从观念转变、教育改革、就业体系建设和政策支持等多个方面谋求改进。
Outsourcing is a new industry with a collection of intelligent human resource. Human resource is the core element of out- sourcing, and also the key problem to promote the industry's development. This paper investigates deeply the whole situation, main problems and current policy of human resource in 21 outsourcing model cities in China. The survey results show: Nowadays the out- sourcing talent generally has good education background, but low wage level, high wastage rate, and the market supply and demand are mismatching. Then it puts forward to change mind, reform education system, build employment system and give policy support to improve.
