随着我国经济由计划经济向市场经济的进一步完善发展 ,我国政府调控模式也相应发生了重大转变 ,具体表现在政府经济职能由计划经济时以对微观经济为中心的调控转变为以对宏观经济为中心的调控 ;政府调控行为由计划经济时期单一性的强制性行为向奖酬性行为和舆论性行为为主兼顾强制性行为转变 ;
As Chinese economy further develops from the planned economy to the market economy, our government's regulating and controlling model has correspondingly made great change. It embodies as follows. Firstly, the government's economic function has changed. At the stage of planned economy, it mainly regulated and controlled the micro-economy, while now it mainly regulates and controls macro-economy. Secondly, the government's regulating and controlling means has changed from the single mandatory means to the multiple means which mainly includes the rewarding means and the public opinion means, and at the same time, it gives consideration to the mandatory means. Thirdly, the government's macro-regulating and controlling relationship has changed from being the leader to being the servant.
