摘要
在"优先发展公共交通战略"的背景下,从中型城市夜间出行特征及城镇化进程中,中型城市未来发展的自身规律两个视角,分析了中型城市发展夜班公交的积极意义。以浙江省金华市为例,采用问卷调查、访谈、实地观察等研究方法,剖析了中型城市夜班公交规划与运营管理中有关线路走向、线路长度、站点设置、首末班车时间、发车间隔、车型选择等方面存在的问题,并提出在传统"四阶段法"难以奏效的情况下,进行夜班公交规划与运营管理的原则与方法。最后,提出夜班公交的规划与运营管理应分阶段逐层推进,远期实现以公共交通为主导、小汽车和出租车为补充的夜间出行机动化交通结构。
With public transit priority strategy as the background, the article analyses the positive meaning of developing nighttime public transit in medium-size cities from two visual angles of nighttime trip feature and self regularity during the urbanization process. Taking Jinhua city in Zhejiang province as an example, through the research methods of questionnaire survey, interview, field observation, the article dissects the existing problems in the nighttime public transit planning and operation management in medium-size cities from aspects of line position, line length, bus-stop location, first and last vehicle hour, departure interval, bus-type choice etc., and puts forward the discipline and methods for nighttime public transit planning and operation management when the traditional "four-stage method" proves ineffective. Finally, it proposes the step-by-step impelling of the nighttime public transit planning and operation management, aiming at achieving the motorized night trip structure of public transit as the predominant mode and cars and taxis as the supplementary modes in the long run.
