探讨提升流通环节食品抽样检验工作成效的有效机制 被引量:10

摘要 食品抽样检验是履行流通环节食品安全监管职能的重要手段。通过对食品流通环节监管机构—上海市工商行政管理局等相关单位的调研及文献检索,深入探讨了流通环节监管对食品安全的重要性、上海市流通环节中食品抽样检验的难点,并就目前亟待解决的"如何平衡和提升流通环节食品抽检工作的覆盖率及针对性"和"第三方检验机构筛选标准"2个主要问题提出解决方案及建议。制定了平衡和提升流通领域食品抽检工作的覆盖率及针对性的抽检判断流程;初步建立了考核食品抽样检测的第三方检测机构的评估体系。为上海市流通环节食品抽样检验工作机制的改革与创新提供了重要的数据支持。 Food sampling inspection is important means of performance of the circulation of food safety regulatory functions.Through carrying out investigation and documentation retrieval about related units such as Shanghai Industrial and CommercialAdministrative Bureau-the regulator of food circulation, this study deeply probes into the importance of circulation supervision tofood security and the difficulties in food sampling inspection in circulation in Shanghai. Besides, it also provides solutions andproposals for two major problems, such as "balance and promote the coverage and pertinence of food sampling inspection incirculation" and "set up the inspection of food sampling inspection of third party inspection agencies assess system" that need to besolved at present. Finally, this study makes the implementation plan, formulates the sampling inspection process for balancing andpromoting the coverage and pertinence of food sampling inspection in circulation, and sets assessment criteria for third par-ty inspection agencies, to provide important data support for the reform and innovation of food sampling inspection working mecha-nism of circulation in Shanghai.
