摘要
劳动关系三方协商机制是劳资政三方互动的一种正式机制。广东省三方会议制度有自己的特点:在一定程度上发挥了协调劳动关系的积极作用;对政府政策过程的影响大多发生在政策方案制定与执行阶段,政策触发能力有限。建议在国家层面尽快完善三方机制的顶层设计,界定其在劳动关系框架体系中的法律地位;工会与企业代表组织要主动介入政府政策过程,提出更多的政策议题;政府和工会要加大对三方机制的宣传力度,扩大其影响力,使其真正发挥协调劳动关系的作用。
The tripartite consultation mechanism in labor relations is a formal inter - action mechanism between the labor, the management and the government. The tripartite meeting system of Guangdong Province has its own characteristics. It plays an active role of coordinating labor relations to a certain extent through influencing on labor policy in the phase of policy - making and execu- tion. The author puts forward that to improve the top - level design of tripartite mechanism through defining its legal status in labor relations frame. Trade unions and employer organizations should take part into policymaking initiatively, offer more policy issues, so as to exercise more influence and coordinate labor relations.
