摘要
混合所有制不是一种独立的所有制形式,公有制与非公有制相混合这一特点本身并不能规定或反映混合所有制的性质。混合所有制体现什么样的社会属性,归根结底取决于基本经济制度的性质。当前的基础性工作是要加强制度建设,应以法律的形式将各项产权的边界和相互关系界定清楚,使混合所有制经济能够以最低的成本运行,切实达到壮大而不是削弱国有经济的影响力、控制力和竞争力,维护而不是破坏中国特色社会主义的基本经济制度,提升而不是降低国家竞争力的目的。
The mixed ownership is not an independent form of ownership. It is characterized by a combination of punic and private ownership which, however, cannot specify or reflect its nature. In the final analysis, what kind of social attributes the mixed ownership can reflect depends on the nature of the basic economic system. Currently the basic work is to strengthen institutional development, and use statutory means to clearly define the boundary of and mutual relationship between various property rights. The purpose is to enable the mixed ownership economy to operate at the lowest cost; effectively strengthen rather than weaken the influence, controlling power and competitiveness of the state-owned economy; safeguard rather than undermine the basic economic system of socialist China; and enhance rather than reduce national competitiveness.
