摘要
自奥巴马政府推行亚太"再平衡"和"重返"东南亚战略以来,越南与美国的关系出现了前所未有的变化。这既有中国因素的影响,也有越美之间共同的或各自的利益考量。美国对中国的遏制是从保持其长远利益出发的,而越南的主旨则在于从大国之间寻找平衡并从中获取自身的利益。由于越美双方的战略需求差异,两国之间的全面伙伴关系不大可能形成同盟关系。越美关系的发展对中美、中越关系的影响有限。努力经营中美越"三赢"的局面,将更有利于东南亚和亚太地区的和平与稳定。
Since the Obama administration adopted the strategy of ＂rebalancing＂ toward Asia Pacific and ＂returning＂ to Southeast Asia, there have been unprecedented changes in the relations between Vietnam and America. This is partly due to Chinese influences as well as to the consideration of the two countries of their common or respective interests. The US containment of China is aimed at maintaining its long-term interests, while Vietnam＇s purpose is to obtain its own interests by seeking a balance in the competition of great powers. Because of the difference in their strategic needs, the comprehensive partnership between Vietnam and the US may not develop into an alliance. Development of their relations has a limited impact on both Sino-US and Sino- Vietnam relations. Striving to achieve a win-win situation in the relations among China, the US and Vietnam will be more conducive to peace and stability in Southeast Asia and the Asia Pacific region.
