摘要
分析广东科研机构科技项目投入基本情况,指出科研机构项目管理存在的问题,提出一套适合科研机构科技项目管理的流程体系,从需求分析、申请立项、编制计划、实施控制和验收应用五个阶段进行设计,规范每个阶段的项目管理内容和阶段成果,并在此基础上建议科研机构应从项目管理的信息化、制度化、动态化和人才培养四个方面着力,为科技项目管理目标的成功实现创造有利条件。研究结果表明,科研机构实行现代项目管理是很有必要的,不仅可以为客户提供优质的服务,而且可以降低研发成本、提高项目管理效率,实现社会效益和经济效益的双赢。
This paper analyzed the basic situation of science and technology project investment in Guangdong research institutions, summarized the problems of project management in research institutions, and put forward a set of project management process for research institutions, which includes requirement analysis, project application, preparation of the plan, implementation control and approval application, and standardized management content and stage achievement. Also, the paper put forward four suggestions to strengthen the project management of research institutions including information man- agement, institutional management, dynamic management, and technology management talent cultivation. The results show that modern project management is very necessary in research institutions, which not only can provide the high - quality service for the customer, but also can reduce the cost of research and development, improve the efficiency of project management, and achieve a win - win economic and social benefits
