摘要
维护义务教育教师的合法权益,是调动义务教育教师工作积极性和创造性的需要,也是确保义务教育质量、推进义务教育健康发展的需要。我国政府从法规、政策等方面对义务教育教师的权益保障作出了规定和要求,但实际工作中还存在诸多不足,未能落实到位。比较突出的问题表现在,义务教育教师工作任务繁重,身心所受压力较大,但工资收入不高,住房、医疗等福利条件较差,参加培训进修的机会较少,参与学校民主管理程度较低。为了维护义务教育教师的合法利益,各级政府要加大《教师法》及相关法规政策的宣传和执行力度,在增加公共财政对义务教育经费投入的基础上提高中小学教师的工资收入和福利待遇,指导和督促各义务教育学校完善教师管理的各项规章制度,强化对义务教育教师特别是农村教师的培训,优化教师权益申诉机制和社会监督机制。
Safeguarding the legitimate rights and interests of compulsory education teachers is to mobilize the need of the teachers' working enthusiasm and creativity, which is also the need of ensuring the quality of compulsory education and meeting the demands of improving its healthy development. Our government regulations and policies of compulsory education have stipulated the rules and requirements of teacher's rights and interests, but these also have many deficiencies in practical work. Prominent problems in per- formance are heavy workloads, intense physical and mental pressure with low salary ; poor housing, health care and other welfare conditions; inadequate chance to attend refreshing training; insufficient opportunities to participate in school management. To safeguard the legitimate interests of the compulsory education teachers, we suggest that government at all levels should take the following actions: First, increase the promotion and enforcement of Teacher's Law or the relevant laws; Second, on the basis of increasing the public finance in the compulsory education fund investment, improve the wages and benefits of primary and secondary school teachers; Third, guide and supervise compulsory education schools to improve teacher management regulations; Fourth, strengthen the training of compulsory education teachers, especially the rural teachers; Last, optimize the complaint mechanism and the social supervision mechanism of teachers" rights and interests.
