摘要
由于缺乏客观量化的评价指标,地方标准的质量问题是一项较少被深入研究的课题。在现有地方标准质量良莠不齐,不合格标准大量产生的背景下,本文从地方标准规范性引用文件存在的问题入手,对导致地方标准质量下降的深层次原因进行了反思,以期广大标准化工作者关注地方标准的质量,共同提升地方标准的质量与水平。
The quality problem of local standards is a little -studied subject because lack of objective and quantitative evaluation indicators. Under the background of existing local standards in quality varies greatly and generating a large number of “junk standards”, This paper reflects the deep-seated reasons that leading to the quality decline of local standards from the existing problem of local standard normative reference documents. In order to the majority of standardization workers concern about the quality of local standards, and improve the quality and level of the local standards together.
