摘要
十三世达赖圆寂后,九世班禅返藏引起各方关注。为实现九世班禅返藏,国民政府、噶厦和班禅系统根据自己的利益诉求提出了不同的解决方案。为此,国民政府希望通过磋商消弭分歧,达成共识。但由于噶厦为一方,国民政府和班禅系统为一方对九世班禅返藏的设计存有根本冲突,国民政府力图通过磋商解决这一问题的努力未能奏效。九世班禅最终未能实现返藏的夙愿。
After the death of the 13th Dalai Lama,the issue of 9th Panchen Lama＇s returning to Tibet attracted attention from all sides. The National Government, Kashag and the Panchen system all put forward their own solutions about the 9th Panchen Lama＇s returning according to their own interest and demands. Because of this, the national government hoped to eliminate differences and reached a consensus through consultations. However,the Kashag is one part,the national government and the Panchen system is the other,their design about the 9th Panchen Lama＇s returning to Tibet exists fundamental conflict,so the National Government tried to solve this issue through negotiations, but it did not work. The 9th Panehen Lama ultimately failed to achieve his long-cherished wish of returning to Tibet.
