摘要
新公共行政学是20世纪六七十年代产生的,以注重规范研究、致力于追求社会公平核心研究内容的公共行政理论;新公共服务则是20世纪末以公民为核心的关于政府角色的公共行政理论,二者都是公共行政领域上具有里程碑式意义的重要理论,都对行政理论发展产生了重要了影响。主要从产生背景、理论基础、研究领域三方面进行比较,并分析了他们之间的不同之处,指出未来的公共行政理论发展方向是以价值为前提的效率与价值的统一。
New public administration theory focuses its study on the normative research and pursues social justice since its emergence in twentieth century .However,new public service emphasis on government role in the citizen-core field generated in late 20th century.Both are the important theoretical formula which has milestone signifi-cances in the public administration field ,and both had important impacts on the of development administrative theo-ry.This article contrasts the two theories from three areas of background ,theoretical foundation and research fields , analyzes their differences ,and points out that the prospect of development of public administration theory is the unity of the value and efficiency premised on the value .
