摘要
通过对影响监管思想变迁的主流经济学理论分析,认为监管思想的变迁历程与主流经济学理论的变迁具有显著相关性,借鉴国外经验进而分析我国电信业监管体制改革趋势为目的,分析国外电信业监管的变迁历程,认为我国电信业监管在未来主要呈现以下趋势:相关市场界定难度加大;监管手段滞后与技术快速更新矛盾日益突出;建立多层次监管模式是重要趋势;贯穿企业竞争过程的反垄断方法将会得到重视;监管放松是重要趋势;融合监管是一种必然;"监管"模式逐渐向"治理"模式转型。
In order to make the regulator of telecom industry more aware of our future philosophy of regulation,the literature research method and the comparative studies are used to analyze mainstream economic theory which influences the change of thinking on regulation.There is a significant correlation between the course of thinking on regulation change and the course of mainstream economic theory change.A depth analysis about the course of regulation change about foreign telecom industry regulation is given to analyze the reform tendency in China＇s telecom industry regulation system.Some trends of telecom industry regulation system in China are summarized as follows：The definition of relevant market may become more difficult;There are increasing contradictions between the backward of the means of supervision and the rapid of technological innovation;A multi-level regulatory mode is an important trend;The anti-monopoly method in the process of enterprise competition will gain attention;The relaxation of regulation is an important trend;The integration of supervision is inevitable;and Supervision model gradually transition to the governance mode.
