摘要
现代政府职能的定位与转变的逻辑起点是有限政府假设,政府行使公共权力要以对公共利益的保障为前提。在现实中,政府的职能设定与转变会受到多种动力因素主导,而非单纯出于对公共权力的依赖。在社区公共服务领域,政府的职责与功能正在从传统的管制定位向服务定位的方向转变。以北京市社区体育服务管理为例,政府职能在社区公共服务领域中所发生的转变行为有其内在及外在的进行动力因素,促进政府在社区管理创新过程中应实施有利于社会发展效率与公平的政府职能转变。

In re-cent years, Yantai city has taken some measures to strengthen the network culture building and management, and obtained certain result, there are still many problems. It is crucial to build a civilized, healthy, safe and harmonious online spiritual home; dig local resources, nurture and support new network of cultural industries; besides, it is necessary to strengthen management and technical support, a stan-dardized and orderly network culture and communication order, as well as improve network culture capacity and level of development and management.
